To cultivate excellent seafarers for developing national Shipping business, the establishment of the school prepared in Fall 1965 was approbated in March 1966 by the Ministry of Education (MOE). The department of Navigation recruiting 98 students was established in the beginning. The school formally opened on March 28, 1966. Xing Ti Dai, the principal of the school, was the first chairman of the department at the time.
At first, the department recruited two classes a year and then increased to three classes a year. Since 1995 the recruitment had been reduced to two classes a year owing to the change of social economical types; furthermore, it had been reduced to only one class since 1990. There had been 3285 graduates until July, 2008. Now, there are 3 kinds of academic systems including five-year junior college, two-year junior college and two-year senior college. There is one class, respectively in five-year junior college, two-year senior college and two-year junior college ;while, there is one class in two-year junior college at night. There are 252 students in the 2010 academic year.
In accordance with the policy of The International Convention on Standard Training, Certification and Watch-keeping for Seafarers(STCW Convention) made by the Ministry of Communication, Navigation Department, Marine Engineering Department and Maritime Training Center had obtained the certificates of ISO 9001-2008QC system standard & STCW standard authentication after passing the verification of Det Norske Veritas (DNV) in December, 2001. Consequently, it proves to be good that the teaching training equipment and curriculum of Navigation Department, Marine Engineering Department and Maritime Training Center have met the standard of the international convention, while comparing with other marine colleges either in domestic or foreign countries.
